This plotting module is provided locally and cannot be installed as a standalone package.
You can find the file here: scikit-learn-mooc/python_scripts/helpers at main · INRIA/scikit-learn-mooc · GitHub

In the future (i.e. next scikit-learn release), it will be part of scikit-learn.
