In section 2, you represent the error between prediction and
real target in a circle. I can understand how you compute the distance, but not the phase… could you explain me ?

Hello! The illustration of bias and variance using a dartboard gives an intuition on the width, center/skewness of 2-dimensional distributions.
In the case of the bias-variance trade-off we only have one feature, the error,
and then the dartboard is just a cartoon not to be taken literally.
